The Hyogo Framework for Action (HFA) is a framework document for many countries adopted in January 2005 by 168 states. It proposes how risks can be reduced using 5 priorities for Action (PA). However, there is no binding text for DRR, i.e. a strategy which defines what should be achieved within a defined period of time. DRR is as well not mentioned in the Millenium Development Goals.

The international community addressed the malign trend of rapidly increasing losses in 2005 with the approval of the "Hyogo Framework for Action (HFA) 2005-2015: Building the resilience of nations and communities to disasters". The HFA formulates three strategic goals: (i) the integration of DRR into sustainable development; (ii) development and strengthening of institutions, mechanisms and capacities to build resilience to hazards; and (iii) the systematic incorporation of risk reduction approaches into the implementation of emergency preparedness, response and recovery programmes.
